What is PrescribeIT®
Canada Health Infoway is working with Health Canada along with provinces and territories, and industry stakeholders like WELL EMR Group to create, operate and maintain a financially self sustaining, e-prescribing service, known as PrescribeIT®.
This will be a single service that can be scaled for use across the country, enabling prescribers to electronically transmit a prescription to a patient’s pharmacy of choice.
The service will provide safer and more effective medication management by connecting community-based prescribers (such as physicians and nurse practitioners) through their existing electronic medical records (EMR), to community retail pharmacies to enable the electronic transmission of prescriptions.
PrescribeIT® will reduce the use of paper prescriptions, enhance patient safety, reduce fraud, improve continuity of care, optimize jurisdictional drug information system investments, and facilitate better health outcomes for Canadians.
ePrescribing is the secure electronic creation and transmission of a prescription between an authorized prescriber and a patient’s pharmacy of choice, using clinical Electronic Medical Record (EMR) and pharmacy management software.
Adding pharmacies to the EMR address book
When PrescribeIT® is enabled on your OSCAR system, you will have access to a pharmacy repository which will allow you to search and add pharmacies to your clinic-wide list. Similar to how the “Preferred Pharmacy” area works currently in OSCAR; you access the module from any patient Medication screen.
- Login to OSCAR through the “PRO” button so you are accessing the new RX screen with PrescribeIT® functionality
- Search for any patient and click the “RX” link to get to the Medications module
- At the top of the screen, click the “Manage Pharmacy” link
- Click the “Search Provider Registry” button at the bottom
- You can search for pharmacies by name, address, or contact information and results will populate as you type
- Click anywhere on the result row to immediately add that pharmacy to your clinic-wide pharmacy list
The screen will remain open so you can click multiple or do another search before closing out of the screen
NOTE: If you happen to search for a pharmacy that’s already on your list, selecting it will simply check for updates and apply any changes (rather than duplicate it) - When you are done selecting pharmacies, click the “X” in the top right corner to return to the Manage Pharmacies screen
- If you are looking to mark one of the newly added pharmacies to the favourites list of the patient chart you are in, you can click the star icon to the left of the pharmacy name (under “Other Pharmacies” heading, and it will copy it over to the patients favourites.
Once the pharmacy has been added to your clinic-wide list, it will appear under the “Other Pharmacies” heading of every patient in your OSCAR system. The pharmacy must be on this list in order to be used/marked as a preferred pharmacy for a patient.
On the below screenshot, you will see the full “Manage Pharmacies” area and the various actions you can take to maintain the list for the clinic as well as each individual patient:
- “Search” field so you can typeahead search the existing clinic-wide pharmacy list to mark as a favourite for the patient chart you are accessing
- When the star is clicked from the “Other Pharmacies” area, it will appear yellow and sort to the top of the screen, indicating that it’s a preferred pharmacy of this patient
- Icons to the right of the pharmacy name will let the user know if the pharmacy accepts ePrescriptions (eRX) as well as Clinician Communications (CC). If no icons, it means the pharmacy is not PrescribeIT® enabled and was likely added manually by the clinic
- OSCAR will maintain your current preferred pharmacy list which are all manually added and not linked to the PrescribeIT® version of that pharmacy (if applicable). When you initially launch PrescribeIT®, your admin team could eventually replace the manual non-electronic list with the database entry by searching it under “Search Provider Registry: and then deleting the manual entry from the “Other Pharmacies” area
- Action icons to perform certain actions on the specific pharmacy entry
- If the “refresh”/arrow icon is appearing, it means this pharmacy was added from the PrescribeIT® pharmacy database and clicking it will check to see if any changes have been made to that pharmacy record (i.e. address change, new PrescribeIT® connection etc.)
- The “pencil” icon will allow the user to manually edit any of the details of the pharmacy or add notes
- The “trashcan” icon will allow the user to remove the pharmacy from the clinic-wide pharmacy list
- Note, if you are looking to simply remove the pharmacy from the patient preferred list, click the star icon instead
- If you remove a pharmacy by accident, you will have to click the “Search Provider Registry” to re-add, or if it was a manually added pharmacy you will have to click the “Add New Pharmacy” button to re-enter the details
- The “Add New Pharmacy” button acts the same way as your current Preferred Pharmacy area of OSCAR works. It allows your to manually add a pharmacy to your list which will still allow for manual faxing of a prescription (there will just be no ability to ePrescribe to that pharmacy)
- The “Search Provider Registry” button allows the user to search the PrescribeIT® pharmacy database to automatically add a pharmacy with all the contact details (as outlined in the initial steps of this section)
- The “Update All External Pharmacies” button will let you mass-check for any changes to the PrescribeIT® pharmacy list at once (rather than clicking the refresh arrow on each site). In later versions, this will be checked and updated automatically but for now it’s a good practice to refresh your clinic wide list every so often by using this button
- “Convert Local to External Pharmacies” button will run a mass search of your existing pharmacy list against the PrescribeIT Pharmacy database. It will match up by fax number, and if the pharmacy exists in PrescribeIT it will overwrite your manual entry with the PrescribeIT managed entry. NOTE: If you had custom names for your pharmacies this will also be overwritten with the display name captured by PrescribeIT/the pharmacy, so keep this in mind before doing the mass conversion. Otherwise, there will be no interruption in your current list, how it displays in Classic view, or the current Preferred Pharmacies set for you patients (all will remain as is, just with the PrescribeIT version of the pharmacy).
If you want to re-order the list of preferred pharmacies for the patient, you can simply click and drag the entry to the position you want as default (note, you cannot change the order of the clinic-wide pharmacy list which sorts in alphabetical order by default)
Lastly, once you have setup a patient to have preferred pharmacies, that list will be accessible from the main Medication screen to select at the time of prescribing:
Patient preferences (opting out of PrescribeIT®)
If a patient is looking to Opt-out of using ePrescribing, you can access this setting through the Master Demographic File (MF). The MF is accessed via the “M” icon next to a patient on the schedule screen, or via the “search” tab of OSCAR and clicking the “Demographic No.”
Click the “Edit” button on the MF to modify the patient details:
Near the bottom right, you will see the option to mark “yes” to opt the patient out of PrescribeIT®:
Click “Update Record” to save this setting.
Any patient that opts-out of PrescribeIT® the prescriber will see the following when trying to use the “eSign and Send” button on the Medications screen:
The prescriber will then need to use the “Save & Print” button to manually send the prescription (as currently done in OSCAR without PrescribeIT®).
Administration Settings in OSCAR Pro
Paste to Encounter by Default in Pro Rx
OSCAR Pro allows users to automatically paste a note an encounter when an Electronic Prescription or a Renewal Request is submitted.
This is done by selecting a Chevron Icon and clicking "& Paste into EMR":
A clinic Administrator can modify a setting to make the "& Paste into EMR" the default functionality under Administration > System Management > Rx Settings > Paste RX into encounter by default
When enabled, the various buttons in the Rx module will default to "eSign, Send & Paste" instead of "eSign and Send":
You may still click the Chevron icon and select "eSign & Send only" if desired
Connecting to PrescribeIT®
As part of the registration process, PrescribeIT® users were asked to provide a cell phone number to be used for the two-factor authentication (two-step login) process.
The cell phone number is used as part of a two-step login process required each time a user logs into PrescribeIT®®.
Like the experience with online banking or online shopping, a two-step login will send a code via SMS (text message) to the registered cell phone to authenticate the user. This additional layer of security confirms the user’s identity and protects the account from inappropriate use or misuse.
This login process is addition to your standard OSCAR login to access the system in general.
Logging into PrescribeIT® (2-Factor-Authentication)
You will be prompted to 2FA every 12 hours whenever you use the “eSign and Send” button on the Medications screen of OSCAR PRO:
If authentication is required, you will see the following pop up:
You must then refer to your 2FA device (cell phone) to obtain the one-time password to enter. Here’s an example of how the text message will display:
You would then enter “ykm1e” into the OSCAR prompt and click “Okay” to complete the authentication.
If the code is entered incorrectly, you will get an error and be taken back to the prescription screen where you can try to “eSign and Send” to get a new authentication code sent.
If the code is entered successfully, you will see a success message and will then have to click the “eSign and Send” button again to process the ePrescription. You will then be able to prescribe for the next 12 hours without having to re-authenticate.
If you don’t have your designated 2FA device on you at the time of prescribing, you will have to click the “X” to close the prompt, and proceed in using the “Save & Print” button to send the prescription manually (either via print or eFax).
Logging out
There is not currently functionality in place for manually “Logging out” of the 2FA, as it will expire automatically after 12 hours (as noted in the one-time password text message). In future versions, the ability to manually log out and force a re-authentication will be incorporated.
As a clinical user you should always make sure to click “Log Out” from the OSCAR schedule screen anytime you are stepping away from a workstation. You should also make sure your OSCAR password is strong, and not shared with any other party to maintain the necessary security precautions.
Creating and Sending an Electronic Prescription (eRx)
Once your system is PrescribeIT® enabled and you can access the new Medications module of OSCAR, you can start creating and sending ePrescriptions!
- Login to OSCAR and switch to the Pro view:
- Search for a patient and click the “RX” link
- Check the patients preferred pharmacy and use the “Manage Pharmacy” button if needed to first search and select a PrescribeIT® enabled pharmacy
- On the Manage Pharmacies screen, a pharmacy will have a yellow icon labelled “ERx” next to it if the pharmacy accepts ePrescriptions
- As you normally would, begin to select the drug(s) you are looking to prescribe for the patient via the following methods:
- Typing the drug name into the Search bar at the top of the Medications page and selecting from the drop-down options of the drug database (i.e. Crestor 20 MG)
- Typing the drug name into the Search bar and clicking “Custom Drug” if you want to manually add something that is not in the drug database
- Clicking the “reRX” button on one or more drugs of the patients “Current Drug List”
- Selecting a drug from the “Favourites” list on the right-hand side of the screen
- After selecting the drugs and completing the necessary instructions for the pharmacy, click the “eSign and Send” button to send electronically.
- If you'd like to send the eRx and paste a note into the encounter, click the Chevron icon beside "eSign and Send" and select "& Paste into EMR"
- If you don’t have your 2FA device on you, you will have to click the “x” and use the “Save & Print” button instead to send the prescription manually
- If the prescription is sent successfully, you will receive a successful message and the drugs will be placed in the patients “Current Drugs” list below with the green icon for “Erx” awaiting Dispense notification from the receiving pharmacy:
- Once a script has been dispensed by the pharmacy, you will see an additional blue tag added to the drug(s) with hover-over for additional details
If the eRX fails to send for whatever reason, you will see a red tag stating “ERx Failed to Send”, with the option to click to attempt a re-send:
If you click to re-send a drug and that drug was part of a multi-drug script, you will first get a pop-up listing out the items that were included:
Clicking “Okay” will attempt to ePrescribe the entire failed script.
If the script continued to fail, you can “reRX” each drug and use the “Save & Print” button to send via the manual Fax/eFax methods.
Printing an ePrescription
If you want to print a copy of a prescription you sent electronically, after clicking the “eSign and Send” button and receiving a successful message, navigate to the top of the Medications screen and click the “Manage Prescriptions” button:
The Manage Prescriptions modal will appear and display all the script entries that have been completed for that patient:
To re-print a script, click on an item in the “Medication” column associated with the entry you want to print out and the Print Preview screen will appear.
NOTE: The Print Preview will appear differently depending on whether the original script was sent via ePrescribe, via Non-Directed, or via manual Print:
ePrescribed Print:
- It will state that it’s “Not an Official Prescription” and that it was delivered electronically to the pharmacy
- There will be no signature pad since it was electronically sent
Non-Directed Print:
- It will require the user to sign on the signature pad
- It will display a barcode so that if the patient takes it to a PrescribeIT® enabled pharmacy, they can scan it to retrieve the prescription electronically from PrescribeIT®
- See “Sending a Non-Directed Prescription” for more information
Manual Print:
- It will appear as a typical Print Preview which allows the user to sign on the signature pad and print as an official copy of the prescription
Sending a Non-Directed prescription
A “Non-Directed Prescription” (Formerly known as “Deferred”) is presented when you try to use the “eSign and Send” button on a preferred pharmacy that is not currently enabled to receive ePrescriptions. In these situations, you would continue with the traditional way of printing or faxing prescriptions, and a non-authoritative electronic copy of the prescription will be sent* to PrescribeIT®.
The printed or faxed prescription will then have a PrescribeIT® Rx ID and barcode added to it.
If a patient decides to take the printed prescription to a PrescribeIT® enabled pharmacy, the pharmacy can enter or scan the PrescribeIT® RX ID using the barcode, which downloads the prescription details directly into the dispensing system. This helps to reduce transcription errors and supports PrescribeIT® features like Dispense notifications and eRenewals.
Patients will always have the option to “opt-out” of PrescribeIT® if desired.
As mentioned in previous sections of this manual, a pharmacy can only receive prescriptions electronically if they display the yellow “ERx” tag under the Manage Pharmacies area:
In the above image, you can see that “THX – Infoway Kroll Pharmacy” will accept ePrescriptions, where “Local Pharmacy 1” does not and would send Non-Directed if "eSign and Send" is used.
If this patient were to have “Local Pharmacy 1” set as their preferred pharmacy at the time of writing a prescription, it would notify that you are sending as Non-Directed on hover of eSign and Send:
As long as the prescriber has successfully authenticated, you will immediately have the Print Preview appear so you can sign and print off to provide to the patient (or eFax to the pharmacy)
Should the patient present the Non-Directed prescription to a non-PrescribeIT® enabled pharmacy, the pharmacy can dispense the script as they would with any regular prescription. However, a PrescribeIT® enabled pharmacy can scan the barcode to retrieve the prescription.
After sending a prescription as Non-Directed, it will display as a blue tag on the patients Current Drug list for reference:
Note: If for any reason you don’t want to send the RX to PrescribeIT® as Non-Directed, you can simply use the “Save & Print” button to send it in the classic way with no transmission to PrescribeIT®. The drug will then appear with no tag on the patient Current Drug list:
Viewing the dispense notification
A dispense notification will appear automatically next to any drug on the Current Drug list that has been filled by the pharmacy electronically:
It will display the date, time, and pharmacy that dispensed the drug.
If the drug was part of a multi-drug script to the pharmacy, you may see the dispense notifications come in at different times which is why there will be a dispensed tag on each individual drug.
You can click on the Dispensed tag to see more details on what was dispensed. For example, if the pharmacy dispensed a different quantity than what was prescribed, or dispensed a different brand of drug.
Cancelling an e-prescription
If you submit an eRX and decide you want to cancel it, navigate to the “Current Drug” list which should have the green “Erx” tag displaying next to the drug(s) you want to cancel.
Click the “X” under the “Delete” column, and you will be presented with a drop down to select the reason for cancelling:
If the medication is not part of an eRX and was sent manually, clicking “Delete” will instead prompt you with the confirmation to delete this medication:
Which will then remove the drug from the Current Drug list and display only when looking at the “All Drugs” filter
NOTE: The “Discontinue” button does not communicate with the PrescribeIT® pharmacy and is used internally only as it would with a non-PrescribeIT® enabled version of OSCAR.
Electronic Renewal Requests (eRenewal)
Once you connect with PrescribeIT® and start to send ePrescriptions to pharmacies, pharmacies enrolled with PrescribeIT® will also be able to send you renewal requests electronically rather than the typical “fax renewal” currently in place.
You can access the eRenewal page via the “PrescribeIT® Msgs” tab that appears on the Appt Screen menu bar:
Receiving an eRenewal request
When you click to open the “PrescribeIT® Msgs” tab from the Appt Screen, the default page will be the Clinician Communications (CC) Inbox. Click the arrow icon on the left menu to toggle to the eRenewal Requests:
The “Current View” will default to the logged in user and display any eRenewals where that user is the “Target Physician” below. If desired, you can change this dropdown to “All” to see all pending eRenewal Requests regardless of target physician.
eRenewal Requests will display the Demographic associated and allow you to click the name to open up Demographic Summary Details as well as open the eChart of that patient.
If the eRenewal comes in and does not locate a matching patient in the system, you will see “Link to Demographic” display instead which you can click to manually link it to a patient in your system. If a potential match is found from the system, it will display the “suggested match” and allow you to confirm it to link the patient to the request.
In the above screen shot, the user clicked “Link Demographic” but there was no suggested demographics found in the system that could be a match. The user would then need to manually search or create the patient to link them or can use the “Deny” option and select “Patient no longer in this practice” to dismiss the request and alert the requesting pharmacy.
If OSCAR found a potential match for the unlinked eRenewal, it will display the local patient as so:
It will show the patient as sent from the pharmacy on the top, and the potentially matched patient below. You can then click “Confirm” at the bottom to link that eRenewal with the suggested local patient for response.
Otherwise, you can use the “Search Demographic” field at the top to search for a local patient in the format of “lastname, firstname” and then click Confirm to manually link.
Once linked to a patient, the typical eRenewal will display 1 or more medications for review, with the response options outlined below:
Approve an eRenewal Request (approval)
In order to “Approve” an eRenewal, click the word “Select” under the Action column and choose Approve from the drop-down options:
From there, click the “eSign & Send” if you are a PrescribeIT® enabled user with 2FA, or select “Print Response” if you are a non-PrescribeIT® user wanting to action the renewal manually via print>fax and not reply electronically:
You may also click the Chevron icon and select "& Paste into EMR" if you wish for a note with the associated medication to automatically paste into the eChart. The note must be signed to be finalized.
You may want to approve the eRenewal but with some modifications to the script. To do this, click on the Medication to see the details of that drug and click “Edit”:
Make any available changes to the drug (such as Quantity) and click “Save”:
You will then notice “Approved With Changes” will appear automatically under the “Action” column of that drug, ready for sending:
If the only change being made is increasing the number of Repeats, this change can be made right away after selecting "Approve" by modifying the "Rpts:" field:
This modifies the number of Repeats associated with the medication, without having to navigate inside the drug Edit:
Local Drug Matching
In some cases, especially during the initial transition to using PrescribeIT where you will have a mixture of drugs that were sent manually vs. via eRX – you may receive an eRenewal request where the Requested Medication did not link up / reconcile with a drug on the patients Current Drug List.
It is important to check that the requested medication is linked with a local drug if you want to avoid duplications on the patients Current Drug List, and ensure they are reconciled to the new script generated from the eRenewal Approval overwrites/renews the previous instance of the script currently on the patients’ profile. This would be like the difference in using the “reRX” button on the Classic screen, vs. creating the drug brand new and duplicating it on the list.
To link up a local medication to an eRenewal, click the drug name and navigate to the “Local Medication” tab:
In the above image, the patients current drug list displays an Elavil 10 MG already on file. Click the local drug to link it to the incoming eRenewal request so it will act as a reRX on the patient file instead of a brand-new script:
This will now ensure that the approved eRenewal will act the same as if you went into the patients medication screen and clicked “ReRX” on the Elavil appearing on the Current Drug List.
Keep in mind that majority of the time, the incoming eRenewal request will automatically link with the local drug as you send more drugs via eRX that then come back as eRenewals. The manual linking will only be necessary in cases that:
- The original drug was sent manually / via the Classic screen and is now being renewed electronically
- The drug is being requested for the first time and does not exist on the local list to match up
- The provider is looking to change the Requested Medication to another medication on the local list (i.e. replace the generic name requested by pharmacy with the brand name and approve that instead)
Bulk approvals
When an eRenewal comes in for a patient and has multiple drugs associated with it, you may choose to action the reply in bulk if all drugs in the request will have the same response:
The above image shows a single eRenewal Request for patient containing 2 drugs. Unless you are looking to send an individual response for each drug (such as Approve 1 and Deny the other), you can use the “Action All” button located at the bottom right of each request to apply a single action to all drugs:
Then select the Action you want to apply; in this case we are “Approving” all meds in the request:
From there, use the “eSign & Send” or “Print Response” to send to the pharmacy.
Deny or reject an eRenewal request
To “Deny” aka reject an eRenewal Request, you follow the same steps as the previous section of approving, however you will be prompted with an additional drop-down to select your “Reason for Action”:
Choose the reason that is best suited for that drug (on single reply), before using the “eSign & Send” or “Print Response” to send to the pharmacy.
NOTE: If the eRenewal is not linked to a patient in your system, you will only be able to send through a response with “Patient no longer in this practice” (i.e. patient doesn’t exist), otherwise you will be prompted to first link the request before denying with any other reason.
You can also select “Under Review” as an Action which will prompt you with a different set of reasons to select from:
Bulk deny or reject
Similar to the Bulk Approvals section, you can also choose to bulk Deny or mark Under Review via the “Action All” button under the eRenewal Request:
If you are choosing to bulk-deny, you are only able to select a single reason for the multi-drug eRenewal Request. If you want to select a different reason per drug, it’s better to make selections on the main screen rather than using the Action All option.
The same steps / rules will apply when choosing “Under Review” using the single or bulk method.
After selecting your action and reason, you would use the “eSign & Send” or “Print Response” to send to the requesting pharmacy.
Multi-Response eRenewal requests
To place a different response on an eRenewal Request (i.e. a request that contains multiple drugs), you would use the main eRenewal screen to select a different Action/Reason under “Action” column for each drug.
Then, using the “eSign & Send” will send the desired response for each drug on the request, rather than a single response for all:
Redirecting an eRenewal to another user
Although eRenewal Requests are not private and can be seen/actioned from other users in the same system, the initial notification and default view of the screen will be the logged in user. This is similar to how the OSCAR Inbox currently behaves and why you may “forward” incoming results directly to another provider for acknowledgement.
Looking at the “Target Physician” field above an eRenewal will tell you the intended physician the pharmacy was sending the request to.
To “Redirect” the request to another provider, click the “Redirect To” button located in the bottom right corner of each individual request:
It will then present you with the list of users in your system (which includes PrescribeIT® users as well as non-PrescribeIT® users:
Once selected, click “Send Redirect” button and the eRenewal will now appear under that providers view and notifications:
Clinician Communication
Clinician Communication (CC) provides the ability to exchange messages securely with PrescribeIT® enabled pharmacies, to support patient care, which is currently accomplished via phone calls or fax.
A Clinician Communication (CC) only requires the following to send:
- A pharmacy who is registered with PrescribeIT® for CC
- Can be found under the “Manage Pharmacy” area with a green tag for “CC”
- Either a message body or an attachment
Additional information you have the option to include would be:
- A linked patient
- A subject line
- An attachment patient documents (must have a linked patient first)
- An attachment from patient medications list (must have a linked patient first)
- An attachment from local workstation (PDF, TXT, TIFF, PNG, JPEG under 50 MB total)

- Look for the green “CC” tag displaying next to a pharmacy to know that they are able to send and receive Clinician Communications
Above image shows the tags mentioned and how pharmacies may display on the address book to indicate their enabled features.
Receiving a message from a pharmacy
When you receive a CC from a pharmacy, it will appear under the “PrescribeIT® Msgs” area on the main screen of OSCAR:
The default view is the Clinician Communication “Inbox” which will display all the messages that have been received for the logged in user. You can change the “Current View” to “All” in order to see all CC messages received into the system:
- An exclamation point icon ( ! ) will display on the far left if the message is marked as High Priority
- The “From” column will display the pharmacy that message was sent from
- The “To” displays the intended recipient
- Subject will display the last subject entered by the sender (“RE:” will indicate a reply and display a message string on click)
- Date will display the date and time the message was received in the system
- Demographic will either display
- A demographic name (if one is linked)
- “Link to demographic” if the pharmacy has linked a patient to the CC that is not matching with a demographic in the local system
- Blank if the CC does not have any demographic attached
- Status will display the green “CC” tag, and will display status’ for:
- “NEW” (message has not yet been opened by logged in user)
- “REVIEWED” (message has been opened/read by the logged in user)
- “DRAFT” (red font – meaning there is a pending reply / draft message in progress)
- Paperclip icon will display if there is an attachment on the message
Aside from the Inbox view, you can also filter your view on the left-hand menu to see:
- Drafts
- Sent
- Archived
When you receive a CC, click anywhere on the message to open it. From there you can see the full details of the message and can click the “Reply” icon to respond. If no reply is necessary, you can click the “Archive” icon instead to move the message into your archived folder and out of the main inbox.
